About This Tool

RPWD Helper is a free reference tool built for certifying medical authorities, audiologists, orthopedists, psychiatrists, and other professionals who assess disability percentage under India's Rights of Persons with Disabilities (RPWD) Act, 2016.

Why this exists

The Ministry of Social Justice & Empowerment's 2024 guideline gazette (S.O. 1338(E), dated 12 March 2024) runs to over 400 pages and covers eight broad categories of disability, each with its own tables, formulas, and scoring systems. Manually cross-referencing these tables during a busy OPD is slow and error-prone. This tool encodes the gazette's published formulas directly, so a professional can enter the clinical values they've already measured and get the percentage instantly — with the exact formula shown alongside, so it's checkable rather than a black box.

What it covers

Locomotor disability (amputation, spine, foot and skin conditions, neuro-locomotor conditions, cerebral palsy, leprosy, dwarfism, acid attack), visual impairment, hearing and speech/language disability, intellectual disability and autism spectrum disorder, chronic neurological conditions, blood disorders (hemophilia, thalassemia), and the combining formula for multiple disabilities.

Mental Illness (which depends on the copyrighted IDEAS clinical scale) and Specific Learning Disability (which the gazette defines as a diagnostic threshold rather than a graded percentage) are called out explicitly rather than guessed at.

What it isn't

This is a reference and cross-checking aid, not a substitute for the published gazette, a licensed medical board's judgment, or the specific state/UDID portal's own certification process. Always verify against the source gazette before certifying a case.
